A CPM inside a store is quoted today against a play-log or a zone estimate. That proves a screen played a file. It does not prove a shopper stood in front of it, and it certainly does not prove she bought. The whole category is priced as if that gap were acceptable.
HRM identifies the shopper. Opt in happens through QR codes and WhatsApp, inside the store where the relationship already exists. From that point the exposure belongs to a real, known audience, so a brand buys attributed reach rather than blind inventory.
